Outer Space Prime is the extraterrestrial region of the dimension Parallel Prime. Mechanically, it is a secondary dimension of Parallel (where players cannot build, have KeepInventory turned on, and have limited ability to explore). Narratively, Outer Space Prime is presumably all of outer space from the world of Parallel Prime, that is, locations in Outer Space Prime are in the same dimension as Parallel Prime but are astronomically far away from the main world. Locations in Outer Space Prime include The Space Station.
